My advice: rent a vehicle. Isla Mujeres is only about 7 km (4 miles) long, but the distances between Playa Norte, the east-side seawall and Punta Sur feel long under the sun. With a vehicle you go at your own pace, stop wherever you like and don't depend on the ferry schedule to plan your day.
The two most common options are a golf cart and a scooter. Here's what I'd pick in each case.
Golf cart: for groups, families and long days
There are models for 4 and for 6 people, and the price is per cart, not per person: from $2,640 MXN for the 4-seater and from $3,160 MXN for the 6-seater. The rental is for 24 hours, so you can head out early to Punta Sur, go back to the hotel to cool off and head into town again at night, without paying for each outing separately.
It includes third-party insurance, roadside assistance and, if you prefer, delivery of the cart to your accommodation.
The electric cart is quiet and easy to drive, but it needs somewhere to plug in overnight, for example a vacation rental or a house. If you stay at a hotel or anywhere you can't charge it, gas carts are available, with the gas you need included during your rental.
Here you can see the 4-passenger electric golf cart or the 6-passenger one.
Scooter: for one or two people
The scooter fits two people and both helmets are included. It costs from $800 MXN for 8 hours or $1,100 MXN for 24 hours. It includes a helmet, basic insurance and roadside assistance: if it gets a flat or fails, they reach you with a replacement or a fix.
With the 24 hours you can catch sunrise at Punta Sur and head into town at night once the day-trippers have left. It's delivered with enough fuel to tour the island; over 24 hours you may need one refill. Here's the scooter.
Golf cart or scooter? Which one suits you
If you're a couple and want to keep it light, scooter. If you're traveling with family or friends, 3 to 6 people, golf cart. If you want it day and night, the 24-hour rental with either one. And if you're staying at a hotel with nowhere to charge, a gas cart or the scooter.
What to check before you rent
Ask for a valid driver's license: your home-country license works, and without one the vehicle can't be handed over. Ask what the insurance covers and what it doesn't, the deductible and exclusions, for example driving on the beach or lending the vehicle.
Confirm whether the rental is hourly or 24 hours and what happens if you want to extend it; how and where to charge an electric cart; where you collect and return the vehicle and whether they deliver to your accommodation; and that roadside assistance is included in case something breaks down. Ask too how much the online deposit is and how much you settle when you receive it.
